Partnership Manager

To support the work of the City Council as strategic commissioner for 14-19 and 19-25 SENDi in order to:
secure high-quality places in learning that meet the aspirations of young people and the current and future skills needs of employers encourage, enable and assist young people to participate in education, employment, and training by leading the tracking of young people’s participation to meet the Raising of Participation Age (RPA) requirements.


  • Build effective partnerships and networks with all schools, college
  • Ensure compliance with the Annual Tracking Cycle
  • Influence the provision of appropriate pathways for all young people
  • Manage the Tracking team (3 FTE) and the Annual Tracking Cycle for the 16-18 and 19-25 (SEND cohort)
  • Manage effective relationships with a portfolio of external and internal partners to secure appropriate provision
  • Identification and brokerage of support to NEET young people
  • Placement of Year 11s without a school place into education
  • Performance, data management, analysis, and reporting
  • Compliance with Data Protection and other legislation and BCC policies
  • Driving continuous improvement to Service Delivery and leading outstanding customer service to stakeholders
  • Developing a high-performing team through coaching, performance management, and learning and development
  • Contribute to European Funded Projects such as YEI and ESF requirements as necessary as this post is match-funded to ESF
  • Seek opportunities for external funding or income generation


  • Demonstrate leadership and management of partnership working in the arena of 14-19 and 19-25 provision
  • Demonstrate leadership of collaborative and partnership working
  • Supervision and performance management of staff
  • Previous experience of 14-19 / 19-25 provision
  • Experience in budget management
  • Experience in using computer software applications (MS Office etc)
  • Demonstrate effective communication skills at all levels
  • Ability to work effectively as part of a Team and contribute to Team Building
  • Ability to present information to individuals and at meetings
  • Highly analytical skills, able to manage and interpret large volumes of data
  • Demonstrate fluency in oral and written communication
  • Demonstrate a good standard of IT literacy
  • Financial awareness and financial/budgetary monitoring skills
  • Ability to devise and maintain efficient and effective systems
  • Ability to prioritize work to meet deadlines
  • An ability to fulfill all spoken aspects of the role with confidence using the English Language as required by Part 7 of the Immigration Act 2016
