Detention – Escort Officer

West Midlands Police (WMP) are recruiting Detention Escort Officers (DEOs) on an 18 month fixed term contract with the strong possibility to progress to a permanent contract on successful completion of the mandatory level 3 apprenticeship. The Customer Care qualification would start 3 months from the date of successful employment. Detention Escort Officers support the Custody Sergeant in delivering a safe and secure environment for those detained in connection with a wide variety of criminal matters.

Responsibilities DEOs will:

  • Operate the Custody IT systems as deemed necessary for the role and ensuring accurate records are maintained including on PNC Message Maintenance.
  • Where directed by the Custody Officer, assist in initial booking on of prisoners / detainees onto Custody systems
  • Conduct drug testing on arrest
  • Fingerprint a person with or without their consent and where appropriate, require a person to attend a police station for the taking of fingerprints.
  • Photograph persons in detention with or without their consent.
  • Take a video image of a person using the PROMAT video image identification system and comply with the requirements of the Force Identification Bureau in relation to identification procedures.
  • Carry out searches and examinations to ascertain identity, including photographing of identifying marks, scars and tattoos as required.
  • Search all same sex detainees with or without their consent under the supervision of the Custody Officer and to conduct a search (intimate or non-intimate) of any person in police detention as required, acting once appropriate authority is granted. Seize or retain anything found on such a search as appropriate.
  • As required to give appropriate warning (by virtue of section 62 (7A) (a) of PACE 1984) and take non-intimate samples (with or without consent) accordingly. Where appropriate, require a person to attend a police station to provide such a sample.
  • Obtain suspects’ footwear impressions, samples in pursuance of drugs interventions programmes and DNA samples from detained persons (with their consent).
  • Carry out Evidential Drug Identification Tests (EDIT) to identify suspected controlled drugs as defined by the Misuse of Drugs act 1971.
  • Assist a police officer to control and restrain a detained person or to prevent them from escaping from lawful custody or injuring themselves or another.
  • Escort detainees within the secure area. Convey an arrested person to a police station and transport between custody stations within West Midlands Police area in accordance with force policy. The DEO shall be entitled to use reasonable force to keep that prisoner in his / her charge.
  • Check wellbeing of detainees, administer first aid when required, and issue detainee’s medication / food provision. Supervise the use of exercise and hygiene facilities.
  • At the direction of the Custody Officer undertake observations of detainees in accordance with the levels of observation specified.
  • Prepare, administer and file charge sheets, PACE returns, custody records, bail records, sureties and warrants, preparing computerised antecedent records and other paperwork. Assist police officers with similar tasks.
  • Handle, store and move property and forensic samples.
  • Arrange for the cleaning of cell areas and equipment, for the laundering of bedding and towels and the attendance of pest control if necessary.
  • Answer both telephone and personal enquiries from the public, manage visitors to the custody suite including Custody Visitors and members of the legal profession and provide inter-agency liaison.
  • Patrol and monitor security, reporting all breaches to the Custody Officer

Essential Criteria

  • Be 18 years or over
  • Hold a full driving licence
  • Have a minimum of GCSE grade C or GCSE grade 4 (the new numeric grading) in English and maths or level 2 functional skills qualifications in English and maths or an equivalent level maths and English qualification
  • As the role is extremely demanding, candidates will be required to successfully pass a fitness test (bleep test-four shuttles at level 5)
  • Complete a medical examination by WMP Occupational Health
  • Successfully pass Personal Safety Training
  • Be able to write in a clear, concise and accurate manner
  • Be helpful and compassionate
  • Work within an environment which can at times be unpleasant and aggressive
  • Be able able to manage and prioritise your work whilst working under your own initiative and as part of a team
  • Have the ability to remain calm and professional when faced with volatile situations
  • Successfully deliver your role within a pressured environment
  • Be a confident decision maker with excellent communication and interpersonal skills


DEOs are required to work weekends and bank holidays, where allowances are paid as appropriate.

If successful and offered a Detention Escort Officer Apprenticeship you will be required to attend an initial paid four week training course in Birmingham at the start of your employment (Mon – Fri 08:00 – 16:00). This course will incorporate aspects of legislation, policy, first aid, personal safety and ICT systems.

This will be followed by completion of the Pearsons Level 3 NVQ in Custodial Care and Level 3 Diploma in Customer Care which will be supported by a local college.

Due to the nature of the role, preferred candidates will be required to undertake both Recruitment Vetting (RV) and CTC (Counter Terrorism Check) Vetting which includes a medical examination.

Flexibility is required as you may be deployed to a custody suite within the West Midland Police force area at short notice.
