An exciting opportunity has arisen for a highly motivated individual to undertake the role of Central Authorities Bureau (CAB) Co-ordinator within the Kent & Essex CAB, Investigatory Powers Department, Serious Crime Department.
Essex Police are looking to recruit a forward-thinking individual with proven experience in a quality assurance or audit role so you will be expected to write, quality assures, and assess applications and associated documentation for Covert Human Intelligence Sources (CHIS) and Covert Operations (Surveillance, etc) about Part II of the Regulation of Investigatory Powers Act 2000 (RIPA), Part III of the Police Act 1997, the Investigatory Powers Act 2016 and Prison Rules 1999.
Working knowledge of policing is essential, and you should have at least two years experience of working in a policing environment, preferably within intelligence. Some knowledge of covert assets is desirable.
You will be educated to GCSE Grade C level or equivalent standard in English and should be highly organized with proven office/administrative experience, which should include accomplished typing and IT skills. Knowledge of Microsoft Office packages (Word and Excel) is essential; PNC, Athena, and Charter experience would be advantageous.
You will form part of a central specialized point of contact providing subject matter expert advice and guidance to staff and officers of all ranks regarding the aforementioned Acts. To achieve this, you must be able apply theory to practical situations and be confident in giving advice, often during live time situations and to Senior Officers.
Whilst a working knowledge of the aforesaid legislation is desirable; Essex Police are equally keen to recruit an individual with the right behavioral competencies and abilities to work within this close-knit and demanding environment. Therefore, a willingness to learn quickly and an aptitude to develop new skills are crucial.
You must understand that CAB is a highly sensitive environment and the ability to be discrete is of paramount importance. You must be self-motivated and have the ability to use your initiative to make decisions without a referral. You must be highly organized and be able to manage several conflicting priorities at any one time and within legislative deadlines.
In addition, a high degree of flexibility is required regarding working patterns as workloads are often dictated by Force priorities. You will be required to participate in an ‘on-call rota which operates 24/7, 365 days a year which may necessitate you being called into the office out-of-hours or during weekends for urgent matters.
You will be a team player and be able to demonstrate the importance of working within the Essex Police team. Excellent verbal and written communication skills are essential, as you will be required to liaise with Senior Managers and Chief Officers within Kent and Essex Police as well as outside Police Forces and other partner agencies.
Co-ordinators are now contracted home-based workers with a minimum of three days per week worked at home. There is a requirement for all coordinators to attend the secure CAB office at Headquarters Northfleet every Wednesday and then one coordinator each Friday on a rota basis.
All IT equipment will be provided as well as office furniture if required. You will need an internet connection and a monthly allowance will be paid to assist with this. In addition, when working from home you will need a secure environment to work from.
This position requires the highest standards of security and integrity and you must be willing to be vetted for SC Level.
