Applications are invited from highly organised, motivated and dynamic individuals with proven experience of supporting small to large-scale delivery projects, for this role of CBRN Project Officer in the National CBRN Centre based at the College of Policing, Coventry.

The successful applicant will be working primarily with the CBRN Capabilities team to deliver a programme of Police Protective Equipment (PPE) replacement for CBRN responders and specialists across the UK.

The post holder will be responsible for ensuring project techniques and tools are in place, preparing progress reports, and liaising with key stakeholders. They will play an important role in project planning, risk management and analysing information on progress. Support will be provided to projects in all business areas across the NCBRN Centre, including European Projects.

Role Responsibilities:

  • Provide support to the delivery of a national program of PPE replacement for CBRN (chemical, biological, radiological, and nuclear) responders and specialists across the UK.
  • Duties will include, procurement activity, monitoring project schedules, and budgets, preparing progress reports, oversight of CBRN asset management plans and liaising with key stakeholders.
  • Support will be provided to projects in all business areas including European Projects across the NCBRN Centre.
  • Contribute to project planning, risk management, and analysis of information on progress. Acquire, research, and evaluate necessary data to ensure the delivery of projects to agreed timescales. Perform data quality checks – auditing returns from forces and national units to ensure consistency and quality assurance
  • Ability to forecast emerging issues and explain anomalies in data, as well as environmental scanning.
  • Utilizing negotiation and influencing skills when rationalizing the need for change to stakeholders.
  • Effective liaison with a variety of partner agencies, both home and internationally, including other Police Forces, national units and Home Office, ensuring project schedules, and progress reports are provided on time and in the relevant format
  • Work to a high level of integrity and as such following GDPR and other guidance with regard to handling and storing this data.
  • Raise project timeline issues direct with Line Management for appropriate action.
  • At the direction of Line Manager, perform relevant tasks as part of ad hoc projects, completing within agreed timescales.
  • Completion of structured detailed reports providing management information recommending appropriate options, which offers value for money and improved service delivery options in line with the NCBRNC Business Plan.
  •  Support internal communications within the CBRN and CTU environment.

Essential Skills and Competencies:

  • Proven experience of providing project support and knowledge of project management methodologies, techniques, and tools. Experience of researching, analyzing and interpreting data and identifying options through management reports
  • Ability to manage and prioritize own workload, working by using own initiative and as part of a team
  • Understanding of how functions and projects link in with the strategic operation of an organization
  • Experienced in dealing with a wide range of partners at all levels of business
  • Experienced in financial record keeping, monitoring, and reporting
  • Effective influencing and negotiating skills to challenge the ‘norm’
  • Excellent ICT skills in Microsoft Office applications, in particular Microsoft Excel.
  • Evidenced communication skills to present findings in verbal, graphical, and written forms, able to engage with and present to a range of audiences.
  • High standard of planning and organizational skills. A good level of numeracy to effectively deliver the requirements of the role.
  • Ability to work on your own, using your initiative as well as being able to work as part of a team.

Desirable Skills and Competencies:

  • Prince 2 qualified
  • Knowledge of the UK policing and working in a multi-agency environment
  • Understand organizational risks and issues
  • Knowledge of bespoke asset management systems
