Overview

Minimum Qualifications

Associate's degree in engineering or a related field; minimum of  five years of experience in civil/environmental engineering or closely related field involving knowledge of field and/or office engineering activities; or an equivalent combination of training and experience.  The Senior Engineering Assistant must be able to work independently while: performing Best Management Practice (BMP) certification review, to include field inspections; reviewing easement plats and agreements; and managing the street light process for new development, with minimal supervision and within regulatory timeframes.  Department of Environmental Quality (DEQ) Stormwater Management Plan Reviewer and/or Inspector certifications are preferred or must be obtained within 12 months of employment.  Must be able to provide assistance on other assigned responsibilities, which requires the ability to handle several different projects and tasks efficiently and with minimal supervision.  Strong verbal and written communication skills, strong PC skills, and familiarity with construction principles and practices, are required.  This position requires the individual to project a high level of confidence when responding to questions asked by engineers, developers, and contractors. Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required.   

Duties

Reviews stormwater BMP certifications to ensure conformance with approved subdivision and site construction plans.  Performs site inspections to verify accuracy of as-built data provided, and coordinates with engineers, developers, and/or contractors to resolve discrepancies. Verifies easement agreements and plats for consistency with approved plans. Ensures street light policy has been properly applied to new subdivision plats.  Assists with performance/improvement bond administration.  Performs QA/QC of BMP information entered by Senior Engineers into the County’s Enterprise Land Management (ELM) system.  Assists with plan review, as needed.  Responds to public inquiries and complaints.  Perform other work as required.
