This vacancy is located within the Administration Division at Eastern Louisiana Mental Health System (ELMHS). ELMHS is the largest 24-hour, multi-site, state psychiatric complex, comprised of residential, outpatient and inpatient services.

The position may be filled as either a Probational or Job Appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointed if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus five years of professional experience in hospital administration or health services administration; a health or social services field such as psychology, clinical social services, or nursing; administrative services; or education.

Two years of this experience must have been in any of the following:

1. Direction of a health, mental health, or social service program in a hospital, inpatient health care facility, or mental health center or clinic.

2. Direction of a health or support program in a hospital, inpatient health care facility, or mental health center or clinic.

3. Direction of a regional or statewide health or mental health service program at the regional or state office level with jurisdiction over the development and implementation of that program.

SUBSTITUTIONS:


Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.



Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:



A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.



30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.


60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.


90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.


120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.



College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree.

A master's degree in hospital, public health, or health services administration will substitute for one year of the required general experience.

A master's degree in a health service field such as psychology, social work, or nursing or in business, public, or personnel administration will substitute for one year of the required general experience.

Advanced degrees with less than a Ph.D. or M.D. will substitute for a maximum of one year of the required general experience.

A Ph.D. in hospital, public health, or health services administration will substitute for two years of the required general experience.

A Ph.D. in a health service field such as psychology, social work, or nursing or in business, public, or personnel administration will substitute for two years of the required general experience.

A medical degree will substitute for two years of the required general experience.

All advanced degrees will substitute for a maximum of two years of the required general experience.

NOTE:


Any college hours or degree must be from an accredited college or university.

NOTE:

Health services programs are defined as nursing service, ancillary services (radiology, medical laboratory, pharmacy, etc.) and medical services.

NOTE:

Support programs are defined as staff development, personnel, admissions, accounting, budget, policy planning and evaluation, purchasing, warehousing, social services, volunteer services, maintenance, food service, environmental services, security, housekeeping and data processing.

NOTE:

Clinical social services are defined as the direct observation and treatment of patients.
