The position serves as the first-line professional manager within the highly complex Grants and Contracts Unit within the Bureau of HIV and STI Programs (BHSP). The BHSP oversees the STI Section, the HIV Care Section, HIV Prevention Section, the Epidemiology and Surveillance Section, and the Operations Section and is staffed by more than 130
professional civil service and contractual staff throughout the state. The Grants and Contract Unit is responsible for development of policies and guidelines for the fiscal and contractual management of state and federal funding received within the bureau. The bureau receives more than $100 million in state and federal funding for multiple complex HIV Care and HIV Prevention and STI programs throughout the State of Michigan through nearly 200 contracts. The person in this position will be responsible for all administrative functions and oversight within the Unit, including designing, implementing, monitoring and evaluating internal and external processes related to grants and contracts for the bureau. Acts as the
Grants Management Pillar Champion in the customer relationship management system – STI/HIV Operations and Resource System (SHOARS).

Required Education and Experience

Education 
Possession of a bachelor's degree in any major.

Experience
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Additional Requirements and Information

Position Location/Remote Office: The physical location of this position is 111 W. Edgewood Blvd, Suite 11, Lansing, MI 48911.  Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.
 
Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.  
 
 Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:

  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.
