Overview

THIS ROLE IS CONSIDERED A FIRST RESPONDER AND MUST PHYSICALLY REPORT TO WORKSITE.
King County's Office of Emergency Management is looking for Emergency Management Program Professionals, with a background in critical infrastructure emergency response planning, to join our team. Positions are responsible for working on projects and programs involving inter-agency, inter-jurisdictional and multi-disciplinary coordination in King County.
 
The Community Wildfire Protection Planner will work closely with the Risk Reduction and Operations Section of KCOEM, specifically the Hazard Mitigation Program Coordinator, to develop a community wildfire protection plan for King County. Over a period of 24 months, the planner will convene planning team(s) meetings, conduct public outreach, facilitate the development of a plan, plan elements, and related information needs, as well as facilitate workshops and events. The Planner will work with county partners responsible for unincorporated King County as well as local jurisdictions within the WUI area.

Be a key player in the planning and development for present and future services. Roles involve daily interaction with senior-level management, elected officials, and multiple intergovernmental partners. Requires a self-starter who is interpersonally and politically savvy, can work on multiple projects, and is a great problem solver.

This position is being offered as full-time term-limited temporary. 

NOTE: This is a grant-funded, limited-duration, project-specific position working on Community Wildfire Protection Planning. Grant funds period of performance ends May 2026.

CURRENT POSITIONS – 
Successful candidates will be placed in the Emergency Management Program Assistant or Coordinator classification. Classification determinations will be based on experience, skill, and knowledge the candidate demonstrates. 

Emergency Management Program Assistant ($39.05-$49.50)
Emergency Management Program Coordinator ($43.97-$55.74) 
SCOPE OF JOB DUTIES - The successful Emergency Management Program Coordinator candidate at a minimum, will demonstrate skill and ability to:
  • Conduct outreach and education for communities in the Wildfire Urban Interface areas that are potentially at risk of being impacted by wildfire. 
  • Coordinate with city, county, state, and federal partners on the development of the King County Community Wildfire Protection Plan (CWPP), and support community jurisdictions in the development of community led CWPPs. 
  • Participate in the development and administration of multiple emergency management programs such as hazard mitigation, hazard identification and risk assessment, and community outreach and education.  
  • Participate in Emergency Operations Center (EOC) operational readiness activities including writing procedures and coordinating maintenance of equipment, training and exercises.
  • Analyze and assist with developing recommendations for process improvement, reducing waste, and promoting value-added activities during day to day operations, and during Emergency Operations Center (EOC) activations.

  • Support outreach and education for communities in the Wildfire Urban Interface areas that are potentially at risk of being impacted by wildfire. 
  • Participate with city, county, state, and federal partners on the development of the King County Community Wildfire Protection Plan (CWPP), and support community jurisdictions in the development of community led CWPPs. 
  • Participate in the development and administration of multiple emergency management programs such as hazard mitigation, hazard identification and risk assessment, and community outreach and education.  
  • Conduct outreach and education for communities in King County areas that are potentially at risk of being impacted by disasters.
  • Participate in Emergency Operations Center (EOC) operational readiness activities including writing procedures and coordinating maintenance of equipment, training and exercises.
  • Assist in the development and execution of plans and workshops for partners and legislative/executive mandated committees.
  • Support regional coordination, communication, and collaboration, to unify and/or connect region-wide emergency management practices.
  • Analyze and assist with developing recommendations for process improvement, reducing waste, and promoting value-added activities during day to day operations, and during Emergency Operations Center (EOC) activations.
WE ARE LOOKING FOR CANDIDATES WHO:
  • Have a background and knowledge of hazard mitigation planning, wildfire risk, community planning for defensible space or wildfire risk reduction programs.   
  • Have a background and knowledge of current emergency management principles and practices and local, state or federal wildfire protection programs; OR any combination of education and experience that clearly demonstrates the skill and ability to perform the job duties;
  • Are knowledgeable of current principles and practices in grant management and project management;
  • Are able to conduct and analyze capability, gap analysis, and preparing reports.
  • Have a track record of developing and maintaining working relationships with a variety of constituents and individuals from diverse backgrounds.
  • Are flexible and can adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
  • Are comfortable and proficient with the use of office productivity tools in daily work (The County uses Microsoft Office, and other online collaboration tools).
