IMPORTANT: SR-24 (Appointment may be made at any rate within the salary range from $5,713, SR-24D to $7,226, SR-24J, per month, at which appropriate qualified applicants can be recruited) 

Develops, reviews and maintains appropriate plans and procedures; organizes and coordinates plans for the participation of governmental agencies and private organizations; plans and coordinates training programs for governmental personnel, private organizations and Civil Defense volunteers; and performs other related duties as required.

Distinguishing Characteristics:

This class is distinguished by its responsibility for developing and maintaining organizational, functional and operational plans in civil defense operations and the coordination of overall training activities for the Maui County Civil Defense Agency.

Examples of Duties

The following are examples of duties and are not necessarily descriptive of any one position in this class.  The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Develops, reviews and maintains plans for the organization and functioning of the Maui Civil Defense Agency in civil defense disaster operations.
  • Formulates and administers training plans appropriate for the personnel of the various agencies involved in the variety of civil defense duties.
  • Prepares and maintains operational survival plans to best insure survival of the County and its population under emergency, disaster and enemy attack conditions.
  • During disaster operations, operating under the Administrator, translates decisions of the State Deputy Director of Civil Defense for the County in operational matters into operation orders.
  • Prepares, issues and supervises the execution of operational matters.
  • Exercise primary staff responsibility for coordination of evacuation and relocation of persons, including mobile support operations and warden services.
  • Coordinates warning and communications services.
  • Coordinates all activities with State Civil Defense.
  • Prepares plans, outlines actions, and develops situations and scenarios for such National, State and County civil defense exercises as may be scheduled.
  • Supervises the conduct of exercises within the County, evaluates exercise results and conducts critiques.
  • Maintains liaison with other cooperating agencies to insure that civil defense planning and training are properly coordinated.
  • Attends and participates in high level staff meetings and conferences.

Minimum Qualification Requirements

Training and Experience:   A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in public administration, business administration or a related field, and four years of work experience in administration, training or a related field which involved the development and maintenance of operational plans and procedures and/or which involved the planning and development of a training program.

License Requirement: Possession of a valid motor vehicle operator's license (Type 3).

Knowledge of: civil defense laws; Federal and State legislation affecting civil defense administration at the County level; geographic and topographic features of the Hawaiian Islands; principles of plans development; principles and objectives of employee training; problems involved in the operations and training of personnel to meet emergency conditions; computers; principles of communications systems; public relations.

Ability to: develop, review and maintain plans; coordinate activities of large number of personnel and organizations affected by civil defense; supervises and coordinates the training of a large number of personnel to cope with emergency and disaster situations; act decisively in emergencies; speak effectively and maintain cooperative working relationships with members of other agencies; type and operate computers.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
