Assists in the over-all administration of the fiscal program for the Department of Water Supply; provides specialized staff services relative to the fiscal management of the department; assists in supervising and directing the development and maintenance of financial and accounting records; and performs other duties as required.
Distinguishing Characteristics:
This class differs from that of the Waterworks Fiscal Officer in that the Assistant Waterworks Fiscal Officer assists in directing the financial management and over-all accounting programs of the Department of Water Supply; whereas the Waterworks Fiscal Officer directs and coordinates all activities relating to the financial management and over-all accounting of the Department of Water Supply.

Examples of Duties

The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Assists in planning, directing and coordinating the work of professional and sub-professional personnel in the administration of a financial program for the Department of Water Supply;
  • Assists in developing and revising accounting systems to meet the needs of the department and to meet the requirement s prescribed by the National Association of Railroad and Utilities Commissioners;
  • Reviews and approves a variety of accounting documents and reports;
  • Initiates and develops accounting methods, systems, policies and procedures, and directs their implementation;
  • Conducts and directs special and complex studies and research;
  • Reviews and analyzes financial statements, schedules, and reports for clarity, consistency and adequacy;
  • Participates in the formulation of policies or revisions to operating procedures and practices;
  • Analyzes and interprets directives, laws, rules and regulations regarding fiscal matters of the department;
  • Gathers and analyzes source of revenue, funds, borrowing ability, effects of rates, growth factor, population and subdivision trends, construction programs, operational costs and various other data, and assists in preparing the departmental budget;
  • Provides advice and consultation in all matters having fiscal impact on the department's financial position;
  • Conducts ongoing evaluation of the operation and performance of the various functional units to assure optimum effectiveness; and prepares reports and work activities.
This is an amendment to the specification for the class, ASSISTANT WATERWORKS FISCAL OFFICER, which was approved on April 10, 1974, effective September 1, 1993.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor 's degree in accounting or in business administration with courses in accounting and three (3) years of supervisory experience involving the application of professional accounting principle s and practices.
Knowledge of: the theory and practices of commercial and governmental accounting; cost accounting methods and systems, and utility accounting; applicable accounting guides; the preparation and analysis of financial statements and reports; budgetary accounting and budget analysis.
Ability to: plan and direct the work of subordinates; understand, interpret and apply principles and techniques of the Uniform system of Accounts for Water Utilities; develop, revise and install general accounting systems; prepare reports and analyses of financial activities; coordinate fiscal activities with other phases of management; speak and write effectively; deal courteously and effectively with other officials and the general public.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
