The Position:

Under general direction, the Animal Services Manager organizes, manages, and directs the City's animal control and animal services program. Oversees and integrates the operations of the animal control field staff, animal shelter kennel staff, shelter office administrative or customer service staff, and the license checking staff.

The City of San Bernardino is a community rich in history and cultural diversity. Influences of Native Americans, Mexican settlers, and Spanish missionaries can still be seen throughout the City today. From 1810 to the present, San Bernardino has been recognized for its scenic beauty and strategic location. Today, the City of San Bernardino serves as the county seat and is the largest city in the County of San Bernardino with a population of 222,203.

Minimum Qualifications

Education, Training and Experience:

High School diploma or G.E.D.; AND two (2) years of college-level coursework in management, business law, zoology or related disciplines; AND at least four (4) years of progressively responsible supervisory or managerial experience in animal welfare, animal control operations and management and/or law enforcement; or an equivalent combination of education, training and experience. Previous experience at an animal shelter, in animal control and/or other animal welfare programs is preferred. 

Accreditation shall be by a national or regional accreditation body that is recognized by the Secretary of the United States Department of Education.

Licenses; Certificates; Special Requirements:

A valid California driver’s license is required.

Physical Demands:

The employee works under typical office conditions, and the noise level is usually quiet. The employee may periodically be required to work in outside conditions; exposed to wet or humid conditions; work in conditions where the noise level may be loud; and may be exposed to sick, injured, and vicious animals. The employee occasionally works in an animal kennel where the noise level can be loud. While performing the duties of this job, the employee is regularly required to sit; talk or hear, both in person and by telephone; use hands to manipulate, handle, and feel computers and standard business equipment; and reach with hands and arms. The employee is frequently required to stand and walk. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Supplemental Information

City Benefits:

The City offers an attractive compensation and benefit package, that includes:

  • Retirement – Participation in the California Public Employees’ Retirement System (CalPERS). Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.
  • Health Insurance – Monthly contribution of $755.00 (Employee Only), $1,377.00 (Employee plus one), or $1,841.00 (Employee plus Family) for health, dental and vision premiums. Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual “Health Insurance Waiver Stipend” of $4,000.00 every first paycheck of December.
  • Leave– Vacation beginning at 80 hours after one year, 96 hours of sick leave annually, 13 holidays, plus 18 hours of floating holiday time. 
  • Administrative Leave - 40 hours
  • Life & Accidental Death and Dismemberment Insurance – The City provides Term Life and Accidental Death & Dismemberment (AD&D) Insurance.
  • Other – Optional Deferred Compensation Plan, flexible benefits plan, pre-tax childcare plan, employee assistance program, and all other benefits which are received by Management/Confidential employees of the City per Memorandum of Understanding.
