Minimum Qualifications

Associate degree in Automotive Technology, Business Administration, Public Administration, or a related field; five years of increasingly responsible experience, including three years of supervisory experience involving division operations and staff; or an equivalent combination of training and experience. Considerable knowledge of the principals and practices of the area of assigned responsibility; of methods, practices, materials, and tools utilized in the maintenance and repair of a wide variety of vehicles and associated equipment; of pertinent local, state, and federal laws, rules, and regulations; of principles and practices of budget preparation and administration; and general knowledge of management concepts and techniques governing the operation of a fleet and/or maintenance shop. Ability to supervise and coordinate the work efforts of managers, supervisors, and other subordinate personnel to participate in the development and administration of division goals, objectives, and procedures; to research, analyze, and evaluate new service delivery methods and techniques; to interpret and apply Federal, State, and Local policies, laws, and regulations; to communicate effectively orally and in writing; to operate a personal computer and related software and other standard office equipment; to develop and maintain effective working relationships with internal and external customers.  Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.  Pre-employment drug testing, FBI criminal background check and education/degree verification required.


Assists in the management of the Fleet Services Division and directly supervises the operations team stationed at multiple repair facilities; monitors and analyzes financial data; conducts research; directs the operations staff in required administrative, accounting, and procurement activities; assists the Fleet Manager in forecasting, preparation, and implementation of the division's budget and long-range equipment planning; monitors the accuracy and timely submission of invoices for payment; ensures employee professional development through internal and external education and training programs; monitors employee relations; and prepares employee evaluation reports. Ensures compliance with local and state laws and regulations to ensure the proper preparation, maintenance, and disposition of public records; assists in the coordination of activities related to the acquisition of vehicles to include preparation of specifications, calculation of operational and maintenance costs, bid submission, and final disposition; compliance with environmental laws and regulations; oversees the procurement of all shop related equipment and equipment replacement plans; monitors revenue reconciliation for all operational cost centers; collaborates with the division’s environmental, health, and safety officer to ensure compliance with local, state, and federal laws, regulations, and other legal requirements; serves as the assistant emergency management coordinator for the division and assists in managing the division emergency operations center during incidents requiring the activation of the center. Performs other duties as required.
